project_list read

List projects, each with how many of its milestones are complete and whether it is delivered or overdue. This is the tool twin of roadmap://roadmap, which gives every active project's delivery in date order. Delivery is computed from the issues every time it is read and never stored, so there is nothing to refresh. Archived ones are excluded unless include_archived is set.
