project_create write

Create a project, the top of the tree. The key is what every issue in it will be named after (ENG becomes ENG-1, ENG-2), and it cannot be changed afterwards. Only an admin may create one. Set agent_done at creation: review, the default, refuses a token change setting done or canceled with agent_done_not_allowed (set in_review instead); allowed lets a token set either; proof requires a proof object on the finishing change. done_criteria is the markdown describing what finishing work means for this project, and the refusal quotes it, so write it before agents start.

`target_date`	string	when the project is due, as a calendar date YYYY-MM-DD such as 2026-09-01. No time and no timezone. Optional, and in no enforced order with its milestones' dates
