comment_add write

Write a comment on an issue. Use it to leave reasoning where the next reader finds it: why work stopped, why something was canceled, what a link meant. When you cannot finish, leave the issue in in_progress and write down what stopped you here; an issue parked with an explanation is worth more to the next reader than one closed without.
